Submit Like It.

13 Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, 14 or to governors as sent by him to punish those who do evil and to praise those who do good. 15 For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. 16 Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. 17 Honor everyone. Love the brotherhood. Fear God. Honor the emperor. – 1 Peter 2:13-17 ESV

Peter continues to provide specific details regarding the behavior that should characterize those who have been chosen by God and who have been made a part of His family. They are a chosen people, a holy nation, a royal priesthood and a people for God’s own possession and, as such, they should “show others the goodness of God” (1 Peter 2:9 NLT). And now, Peter applies his calls for changed behavior to the relationship between the believer and the state. In these verses, Peter reflects the same thoughts as expressed by Paul in his letter to the believers in Rome.

1 Everyone must submit to governing authorities. For all authority comes from God, and those in positions of authority have been placed there by God. So anyone who rebels against authority is rebelling against what God has instituted, and they will be punished. For the authorities do not strike fear in people who are doing right, but in those who are doing wrong. Would you like to live without fear of the authorities? Do what is right, and they will honor you. The authorities are God’s servants, sent for your good. But if you are doing wrong, of course you should be afraid, for they have the power to punish you. They are God’s servants, sent for the very purpose of punishing those who do what is wrong. So you must submit to them, not only to avoid punishment, but also to keep a clear conscience.

Pay your taxes, too, for these same reasons. For government workers need to be paid. They are serving God in what they do. Give to everyone what you owe them: Pay your taxes and government fees to those who collect them, and give respect and honor to those who are in authority. – Romans 13:1-7 NLT

Both of these men are calling for a dramatically different outlook when it comes to the Christian and his ongoing relationship with the civil government. Peter says, “Be subject…to every human institution.” Paul says, “submit to governing authorities.” And they are both referring to the rulers and leaders who make up the local government. Peter says that it is to be done “for the Lord’s sake.” Paul says to not do so is to rebel against God, since He is the one who has instituted all those in authority. This has nothing to do with whether we think they deserve our submission. Neither Peter or Paul qualifies their statements with words like, “as long as they are Christians.” That doesn’t seem to matter. Peter simply says that these man (or women) serve under the sovereign will of God. Paul says they have been placed in their positions by God. And we must realize that this kind of talk was as difficult to accept then as it is now. We have a hard time seeing corrupt governments and despotic dictatorships serving at the whim and according to the will of God. But both men want us to know that government was God’s idea. He instituted it and has charged it with keeping the law and maintaining order among all men, not just Christians. And if you think about it, that is an extremely difficult proposition, because of the nature of the fall and the ever-present reality of sin.

Ultimately, human governments exist “to punish those who do wrong and to honor those who do right” (1 Peter 2:15 NLT). That is their God-given mandate. Paul makes it perfectly clear that governments exist to punish those who do wrong. If you are doing what is right, you have nothing to fear.

For the authorities do not strike fear in people who are doing right, but in those who are doing wrong. Would you like to live without fear of the authorities? Do what is right, and they will honor you. – Romans 13:3 NLT

Now, while we know that this is not always the case, it is the normal and natural role that civic government is to play in the lives of men. There will always be outliers and anomalies. There will be dictators and oppressive regimes that use their power and authority unethically and even illegally. There will be world leaders who abuse their people and their authority, punishing even those who do right. But in the normal scheme of things, government exists to provide order and protection, to enforce the laws, and to create an environment that fosters stability and encourages productive lifestyles among its people.

But neither Peter or Paul takes time to deal with the renegade rulers. They are more interested in dealing with the behavior of believers. What should our relationships with these authorities look like? Quite simply: Be subject, do good, and live as people who are free. Peter was a big fan of our new-found freedoms in Christ, but like Paul, he knew that those freedoms could be misunderstood and abused. Just was we can live as if we are free from the law and assume that we are released to live however we want, we can easily assume that, since we are citizens of God’s Kingdom, we are free from having to obey earthly kings and authorities. But that would be a wrong and dangerous assumption.  Which is why Peter summarizes his thoughts with the short, but far-from-simplistic admonition: “Respect everyone, and love the family of believers. Fear God, and respect the king” (1 Peter 2:17 NLT). Notice the juxtapositions in this statement. We are to love the family of God, while we show respect to everyone outside the family of God. We are to show fear, awe and reverence to God, while we show respect to the king. Our status as children of God does not remove our responsibilities to the earthly authorities that God has established. We are are continue to pay our taxes. We are to support and pray for our governmental leaders. Paul put it this way:

I urge you, first of all, to pray for all people. Ask God to help them; intercede on their behalf, and give thanks for them. Pray this way for kings and all who are in authority so that we can live peaceful and quiet lives marked by godliness and dignity. This is good and pleases God our Savior, who wants everyone to be saved and to understand the truth. – 1 Timothy 2:1-4 NLT

Peter wasn’t stupid. He wasn’t out of touch with reality. He knew that there were plenty of corrupt governments and officials. He knew that the believers to whom he wrote were going to find themselves persecuted for their faith by the very governments to whom he was calling these people to submit. Jesus Himself lived and ministered during the period of Roman rule in Israel, when the government hamstrung the people of God with exorbitant taxes and oppressive rules. And yet, it was Jesus who said, “Therefore render to Caesar the things that are Caesar’s, and to God the things that are God’s” (Matthew 28:22 NLT). Jesus did not foster civic unrest or try to drum up rebellion against the Roman rulers. In fact, He allowed them to crucify Him on a cross, their preferred method of capital punishment. Jesus didn’t raise an army in response. He didn’t even raise His voice. He submitted, because He knew that, ultimately, He was submitting to the will of His Father.

And that is the attitude that we are to have. “For this is the will of God, that by doing good you should put to silence the ignorance of foolish people” (1 Peter 2:15 ESV). When we live godly lives, even when surrounded by ungodly governments and oppressive circumstances, we are placing our faith in God, and that brings Him glory. We are trusting God and revealing to the lost world around us, that we truly believe nothing can come against us or harm us that God has not allowed. Which is why Paul told the believers in Rome:

38 And I am convinced that nothing can ever separate us from God’s love. Neither death nor life, neither angels nor demons, neither our fears for today nor our worries about tomorrow—not even the powers of hell can separate us from God’s love. 39 No power in the sky above or in the earth below—indeed, nothing in all creation will ever be able to separate us from the love of God that is revealed in Christ Jesus our Lord. – Romans 8:38-39 NLT

So, if we believe what Paul has to say, we must begin to submit like it. Because it reveals that we trust in God’s unfading, never-failing love and rest in the knowledge that when we submit to governments, we are really submitting to the sovereign will of God for our lives. He is in control, so what do we have to fear?

Honor the Emperor.

Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, or to governors as sent by him to punish those who do evil and to praise those who do good. For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. Honor everyone. Love the brotherhood. Fear God. Honor the emperor. – 1 Peter 2:13-17 ESV

In verses 9-12, Peter provided his readers with some indicative statements regarding their new status in Christ. He matter-of-factly stated some realities that applied to them as followers of Christ. He told them that they were a chosen race, a royal priesthood, a holy nation and God’s possession. They were sojourners and exiles living in this land on temporary assignment. They had received the undeserved mercy of God. They were God’s people and He was their God. So, what should their response be? How should they react to this news? This is where Peter began to list out some imperatives or commands that illustrate how their status as children of God should impact the way they live. First of all they were to abstain from the passions of the flesh. In other words, they were not to live as they had before, giving in to and satisfying their sinful desires. Instead they were to conduct themselves among the lost around them in an honorable and righteous way. Their actions were to bring glory to God because it was the Spirit of God within them that made it possible for them to live set apart from and distinctively different from those who did not know Christ.

But there was more. Peter provided even more imperatives to give shoe leather to their faith. He told them, “Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, or to governors” (1 Peter 2:13-14 ESV). Keep in mind, these people were living in a Roman province, under the authority of the most powerful government of that age. His readers were living in Pontus, Galatia, Cappadocia, Asia and Bithynia, all located in northern Asia Minor. As his letter reveals, the churches in this regions were experiencing persecution. And under future Roman rulers like Nero, the intensity of the persecution against Christians would increase dramatically. And yet, here is Peter telling his readers to “be subject to” those in authority over them. His words sound very familiar to those Paul wrote to the believers living in Rome.

Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. – Romans 13:1-4 ESV

Paul told Timothy,

First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. This is good, and it is pleasing in the sight of God our Savior – 1 Timothy 2:1-3 ESV

Paul gave a similar admonishion to Titus,

Remind them to be submissive to rulers and authorities, to be obedient, to be ready for every good work, to speak evil of no one, to avoid quarreling, to be gentle, and to show perfect courtesy toward all people. – Titus 3:1-2 ESV

Peter told his readers that there was no authority except from God. In fact, he said that they had been instituted by God. Government was and is a God-ordained institution. A properly run government should provide peace and stability so that the gospel can spread unhindered. And it is interesting to note that the amazing spread of the gospel and the incredibly rapid growth of Christianity in the first and second centuries took place primarily under the age of Roman rule. Rome had established the Pax Romana or Roman Pax RomanaPeace and it lasted from roughly 27 B.C. to 180 A.D. Rome’s territory spread all the way  from Spain to Israel, into Africa and Egypt and even as far as Britain. They brought peace and a certain amount of stability to the world. Their intricate network of roads made travel not only easier, but safer. It was during this time that Paul was able to travel all throughout the Roman world sharing the good news of Jesus Christ. Yes, the Roman government could be highly corrupt. Their presence in any land could be heavy handed and at times, oppressive. They ruled with an iron fist. They taxed their subjects mercilessly. They brought their polytheistic religion wherever they went. And yet, they tended to be surprisingly tolerant of the religious faiths of their subjects.

With all that in mind, the words of Peter take on a whole new degree of significance. He told his readers to be subject to the Roman authorities “for the Lord’s sake.” They were to view their submission to Rome as submission to God. It was a matter of trusting in God’s sovereign will and His ability to use even pagan governments to accomplish His divine plan. The Old Testament is filled with examples of God using Pharaoh in Egypt to provide the people of Israel with protection and provision, and then using that same authority to display His power and supremacy over man-made institutions. God used Nebuchadnezzar to punish disobedient Judah. He used Cyrus, the king of Persia to fund the return of the Jewish exiles to the promised land. He did the same thing with Artaxerxes. The lesson learned from these stories is that God is in control. He is sovereign over all, including governments and political leaders.

We have to approach those in authority with an attitude that they have been placed their by God. That doesn’t mean they are godly. Rome certainly wasn’t. But God has us where we are, living during a specific time frame for a reason. Peter told his readers to “live as people who are free, not using your freedom as a cover-up for evil” (1 Peter 2:16 ESV). They were to “Honor everyone. Love the brotherhood. Fear God. Honor the emperor” (1 Peter 2:17 ESV). Christians should make the best citizens, even though we are actually citizens of another Kingdom. Of all people, we should be the most respectful and obedient, treating those in authority over us as servants of God. If our government is evil or corrupt, we are to trust that God knows and He will deal with them justly and appropriately. If our government provides us with a modicum of peace and tranquility, we are to thank God for it and use our freedom to spread the gospel.

Ultimately, we must recognize the fact that God is our King. Everyone else works for Him and under Him. And one day they will all answer to Him. So when we submit to those in authority over us, we are really submitting to God. When we honor the emperor, we are honoring God as our ultimate, supreme authority.

Non-Prejudiced Praying.

First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth. – 1 Timothy 2:1-4 ESV

Who do you pray for? Better yet, who do you NOT pray for? The answer to that second question will reveal a lot about our prayer life, but also about our faith in God. We know that Jesus told us to pray for our enemies. Most of us have a hard enough time with that one. Then Paul comes along and tells us that supplications, prayers, intercessions, and thanksgivings be made for all people. Then, just so we don’t misunderstand him, he gives us a few examples: kings and all who are in high places. When Paul says “all people” he is not saying every single individual. But he is referring to all types of people – saved and unsaved, good and bad, rich and poor, undeserving and deserving, even politicians. Why did Paul bring up kings and those who are in places of authority over us? He provides the answer. “That we may lead a peaceful and quiet life, godly and dignified in every way.” There is a direct benefit to praying for those who rule and reign over us. God has placed them there. Paul had a unique, but very godly, perspective about governmental authorities. “The authorities are God’s servants, sent for your good. But if you are doing wrong, of course you should be afraid, for they have the power to punish you. They are God’s servants, sent for the very purpose of punishing those who do what is wrong” (Romans 13:4 NLT). Peter shared his views. “For the Lord’s sake, respect all human authority—whether the king as head of state, or the officials he has appointed. For the king has sent them to punish those who do wrong and to honor those who do right” (1 Peter 2:13-14 NLT). Our prayers for those in authority over us should be based on an understanding that God has instituted civil government. They are there to help maintain order and punish wrong-doers. But that does not mean that all governments are good and that all politicians do what is right. We know there are corrupt administrations all over the world. But that is why we should pray. They ultimately answer to God, so we should appeal to him that they would rule rightly and justly. So that we can live godly lives in peace and tranquility. For those of us living in the United States, we do enjoy a remarkable degree of civic peace and the ability to practice our faith without censor or persecution. That is not the case in many places around the world. So we should pray that God will keep our government and its leaders morally right and ethically pure. We should pray for their salvation, not just their replacement. We should ask God to use them to accomplish His will. 

But their is an interesting aspect to Paul’s admonition that we might easily miss. We are to pray so that we might live peaceful and quiet lives, godly and dignified in every way. In other words, our prayers for all men are not so that we can enjoy the kind of lives we want to live, but the kind of lives God has called us to live. The goal of our prayers is that we might have an atmosphere in which we can practice godliness in peace and tranquility, free from persecution and the danger of physical harm as a result of our faith. We all know that there are plenty of places around the world where Christians are being forced to live out their faith in the midst of great danger and the potential for severe persecution at the hands of the civil authorities. They do not enjoy peace and tranquility. For them, living godly and dignified lives can lead to physical harm, financial loss and even death.

So we are to pray. We are to pray for all men. That includes prayer for our neighbors, coworkers, bosses, governmental leaders, school board, police force, firemen, teachers – the list is endless. But we tend to be highly selective in our prayer lives. We pray for those we know best and like the most. We neglect the unlovely, undeserving, and unfamiliar. We practice a form of prayer prejudice, conveniently reserving our petitions for those whom we deem worthy of our time and attention. But Paul would have us realize that to pray for all men is something that is pleasing to God. Why? Because God desires that all men come to a saving knowledge of His Son. This would seem to indicate that our prayers for all men should include a desire that they come to faith in Christ. Which is only logical when you consider that the answer to every problem facing mankind is a right relationship with God made possible only through acceptance of Jesus Christ’s sacrificial death on the cross. If we want righteous and just leadership in this country, we need to pray that those in authority come to faith in Christ. If we want to see our nation morally revived, it will only happen if men and women come to know Jesus Christ as their Savior and experience the life-transforming power made possible through His indwelling Holy Spirit. The answer to the world’s problems is not better government, but godly government, and that will only take place when we have godly people serving in places of authority.

So we need to pray. For all men. Not just some. We need to pray for their salvation. We need to ask God to sovereignly move in the lives of those who rule over us. So that we might enjoy an atmosphere of civic peace and tranquility, and so that we might be able to live godly lives without fear of persecution. Our goal is not to be our own personal ease and comfort, but the spread of the gospel. We should pray for an atmosphere in which the gospel can be preached unapologetically and unhindered. At this point, we still enjoy a certain amount of freedom here in the United States. But that could change in a heartbeat. We are already seeing increased animosity toward Christianity at the highest levels. And it could get worse. So we must pray. For all men. All the time. Without prejudice.
