A Reversal of Fortunes

“And you, son of man, prophesy to the mountains of Israel, and say, O mountains of Israel, hear the word of the Lord. Thus says the Lord God: Because the enemy said of you, ‘Aha!’ and, ‘The ancient heights have become our possession,’ therefore prophesy, and say, Thus says the Lord God: Precisely because they made you desolate and crushed you from all sides, so that you became the possession of the rest of the nations, and you became the talk and evil gossip of the people, therefore, O mountains of Israel, hear the word of the Lord God: Thus says the Lord God to the mountains and the hills, the ravines and the valleys, the desolate wastes and the deserted cities, which have become a prey and derision to the rest of the nations all around, therefore thus says the Lord God: Surely I have spoken in my hot jealousy against the rest of the nations and against all Edom, who gave my land to themselves as a possession with wholehearted joy and utter contempt, that they might make its pasturelands a prey. Therefore prophesy concerning the land of Israel, and say to the mountains and hills, to the ravines and valleys, Thus says the Lord God: Behold, I have spoken in my jealous wrath, because you have suffered the reproach of the nations. Therefore thus says the Lord God: I swear that the nations that are all around you shall themselves suffer reproach.

“But you, O mountains of Israel, shall shoot forth your branches and yield your fruit to my people Israel, for they will soon come home. For behold, I am for you, and I will turn to you, and you shall be tilled and sown. 10 And I will multiply people on you, the whole house of Israel, all of it. The cities shall be inhabited and the waste places rebuilt. 11 And I will multiply on you man and beast, and they shall multiply and be fruitful. And I will cause you to be inhabited as in your former times, and will do more good to you than ever before. Then you will know that I am the Lord. 12 I will let people walk on you, even my people Israel. And they shall possess you, and you shall be their inheritance, and you shall no longer bereave them of children. 13 Thus says the Lord God: Because they say to you, ‘You devour people, and you bereave your nation of children,’ 14 therefore you shall no longer devour people and no longer bereave your nation of children, declares the Lord God.15 And I will not let you hear anymore the reproach of the nations, and you shall no longer bear the disgrace of the peoples and no longer cause your nation to stumble, declares the Lord God.” Ezekiel 36:1-15 ESV

Twenty fine chapters separate this message from the one Ezekiel received back in chapter six, and a quick perusal reveals their similarities and extreme differences. Back in chapter six, God gave His prophet a message to deliver against the mountains of Israel.

This is what the Sovereign Lord says to the mountains and hills and to the ravines and valleys: I am about to bring war upon you, and I will smash your pagan shrines. All your altars will be demolished, and your places of worship will be destroyed. I will kill your people in front of your idols. – Ezekiel 6:3-4 NLT

God goes on to warn of further judgments upon the land, describing shocking scenes of devastation and death. His chosen people will die from war, famine, and disease, as He pours out His fury upon them. And the land will suffer greatly because of the “idols and altars on every hill and mountain and under every green tree and every great shade tree—the places where they offered sacrifices to their idols” (Ezekiel 6:13 NLT).

The sins of the nation had defiled the land that God had set apart as their inheritance. Through repeated acts of immorality and their unrelenting practice of idolatry, they had desecrated the very place that was to have been their forever home. At one point, God had described Israel as “a land flowing with milk and honey, the most glorious of all lands” (Exodus 20:15 ESV), but it had been polluted by the very presence of His ungrateful and unfaithful children. So, God warned of His plan to “clean house” and purge the land of its primary problem: The people who lived there. And long before the Israelites had ever entered the land of Canaan, God had warned them about picking up the habits of the nations that lived in the land before them. Because of the wickedness of the Canaanites, God said,“ the entire land has become defiled” and “I am punishing the people who live there. I will cause the land to vomit them out” (Leviticus 18:25 NLT). But He went on to warn the Israelites not to make the same mistake. 

“All these detestable activities are practiced by the people of the land where I am taking you, and this is how the land has become defiled. So do not defile the land and give it a reason to vomit you out, as it will vomit out the people who live there now. – Leviticus 18:27-28 NLT

As Ezekiel received the words recorded in chapter 36, the damage had been done. He was living among a contingent of Israelites who had already been “spewed out” of the land of promise and found themselves living as exiles in Babylon. And because of the recent fall of Jerusalem, they would soon be joined by a new wave of displaced refugees.

But chapter 36 provides a diametrically different message concerning the land of Israel. In what is almost a mirror image of the message contained in chapter six, God communicates His future plans for the land of promise. This time He has good news for Ezekiel to deliver to the “mountains of Israel” (Ezekiel 36:1 ESV).

See, I care about you, and I will pay attention to you. Your ground will be plowed and your crops planted. I will greatly increase the population of Israel, and the ruined cities will be rebuilt and filled with people. I will increase not only the people, but also your animals. O mountains of Israel, I will bring people to live on you once again. I will make you even more prosperous than you were before. – Ezekiel 36:9-11 NLT

The very people whom God had vomited from the land would be restored and the land would be renewed. But before that could happen, God was going to have to clean house again. This time, He would remove all those nations who had taken up residence in Israel’s forced absence. All the squatters and land-grabbers would be evicted to make way for the return of God’s chosen people.

Therefore, O mountains of Israel, hear the word of the Sovereign Lord. He speaks to the hills and mountains, ravines and valleys, and to ruined wastes and long-deserted cities that have been destroyed and mocked by the surrounding nations. This is what the Sovereign Lord says: My jealous anger burns against these nations, especially Edom, because they have shown utter contempt for me by gleefully taking my land for themselves as plunder. – Ezekiel 36:4-5 NLT

When the northern kingdom of Israel had fallen to the Assyrians, it didn’t take long for their neighbors to take advantage of their weakened state and enrich themselves by plundering their property and possessions. And the same thing would take place after the fall of the southern kingdom of Judah to the Babylonians. Nearby nations like Edom would use the opportunity to expand their borders at Judah’s expense. Having escaped annihilation at the hands of the Babylonian army, these smaller neighboring states would see Judah’s demise as a windfall and mock its fall.

Israel is a land that devours its own people and robs them of their children!” – Ezekiel 36:13 NLT

But God promises to turn their words against them. They can laugh and ridicule all they want, but the day is coming when God will turn the tables once again. He provides a stern rebuke to Judah’s arrogant enemies and warns them that their days in the land are numbered.

“…this is what the Sovereign Lord says: I have taken a solemn oath that those nations will soon have their own shame to endure. – Ezekiel 36:7 NLT

God was going to wipe the smirk off their faces and eliminate their very presence from the land. This time, they would be spewed out and left homeless. Because God had given the land to His people as their inheritance. The land of milk and honey would be restored to its former glory and filled with the sights and sounds of God’s children enjoying the bounty of His blessings.

I will make you even more prosperous than you were before. – Ezekiel 36:11 NLT

The hills, mountains, ravines, and valleys throughout Israel will once again be places of joy and celebration. The fields will be plowed and deliver an abundance of crops. The pastures will produce more than enough food to feed the flocks of God’s people. The ruined wastes and long-deserted cities will be rebuilt and repopulated as God orchestrates the return of His children.

The prophet, Zechariah, echoes these words of future hope and divine restoration.

“Once more I will cause the remnant in Judah and Israel to inherit these blessings. Among the other nations, Judah and Israel became symbols of a cursed nation. But no longer! Now I will rescue you and make you both a symbol and a source of blessing. So don’t be afraid.” – Zechariah 8:12-13 NLT

And God provided Zechariah with further insight into that future day when He will restore the fortunes of His people and reestablish them as the inheritors of His land.

“This is what the Lord of Heaven’s Armies says: People from nations and cities around the world will travel to Jerusalem. The people of one city will say to the people of another, ‘Come with us to Jerusalem to ask the Lord to bless us. Let’s worship the Lord of Heaven’s Armies. I’m determined to go.’ Many peoples and powerful nations will come to Jerusalem to seek the Lord of Heaven’s Armies and to ask for his blessing. – Zechariah 8:20-22 NLT

Everything will come full circle because God has ordained it. He is faithful to keep His word and determined to finish what He began.

Then you will know that I am the Lord. – Ezekiel 36:11 NLT

The Fight of Faith

The Lord spoke to Moses, saying, “Avenge the people of Israel on the Midianites. Afterward you shall be gathered to your people.” So Moses spoke to the people, saying, “Arm men from among you for the war, that they may go against Midian to execute the Lord’s vengeance on Midian. You shall send a thousand from each of the tribes of Israel to the war.” So there were provided, out of the thousands of Israel, a thousand from each tribe, twelve thousand armed for war. And Moses sent them to the war, a thousand from each tribe, together with Phinehas the son of Eleazar the priest, with the vessels of the sanctuary and the trumpets for the alarm in his hand. They warred against Midian, as the Lord commanded Moses, and killed every male. They killed the kings of Midian with the rest of their slain, Evi, Rekem, Zur, Hur, and Reba, the five kings of Midian. And they also killed Balaam the son of Beor with the sword. And the people of Israel took captive the women of Midian and their little ones, and they took as plunder all their cattle, their flocks, and all their goods. 10 All their cities in the places where they lived, and all their encampments, they burned with fire, 11 and took all the spoil and all the plunder, both of man and of beast. 12 Then they brought the captives and the plunder and the spoil to Moses, and to Eleazar the priest, and to the congregation of the people of Israel, at the camp on the plains of Moab by the Jordan at Jericho.

13 Moses and Eleazar the priest and all the chiefs of the congregation went to meet them outside the camp. 14 And Moses was angry with the officers of the army, the commanders of thousands and the commanders of hundreds, who had come from service in the war. 15 Moses said to them, “Have you let all the women live? 16 Behold, these, on Balaam’s advice, caused the people of Israel to act treacherously against the Lord in the incident of Peor, and so the plague came among the congregation of the Lord. 17 Now therefore, kill every male among the little ones, and kill every woman who has known man by lying with him. 18 But all the young girls who have not known man by lying with him keep alive for yourselves. 19 Encamp outside the camp seven days. Whoever of you has killed any person and whoever has touched any slain, purify yourselves and your captives on the third day and on the seventh day. 20 You shall purify every garment, every article of skin, all work of goats’ hair, and every article of wood.”

21 Then Eleazar the priest said to the men in the army who had gone to battle: “This is the statute of the law that the Lord has commanded Moses: 22 only the gold, the silver, the bronze, the iron, the tin, and the lead, 23 everything that can stand the fire, you shall pass through the fire, and it shall be clean. Nevertheless, it shall also be purified with the water for impurity. And whatever cannot stand the fire, you shall pass through the water. 24 You must wash your clothes on the seventh day, and you shall be clean. And afterward you may come into the camp.” Numbers 31:1-24 ESV

This is a difficult chapter. As I read it this morning I was struck by the seeming violence and barbaric nature of the scene it portrays. Something about it jars our modern-day sensibilities as we read about an entire civilization being wiped out, of innocent women and children being slaughtered. It seems reminiscent of the tribal warfare and genocide taking place in remote places around our contemporary world and chronicled by the media.

Yet this is the story of the people of God doing the will of God. In reading this story we run the risk of being repulsed by the violence and becoming judgmental of a God who would justify such actions. Or we can become callous and insensitive to the very real battle the people of God found themselves in as they attempted to live as a people of faith in the midst of a fallen world. Either extreme is wrong. Many have rejected the God of the Old Testament as a blood-thirsty god who slaughtered indiscriminately and rather heartlessly. Others have reduced the details surrounding the lives of the Old Testament characters to nothing more than moralistic stories that have lost their vitality and any sense of reality. Yet these were real people living real lives and having to engage in very real battles of life and death. The fight of faith was anything but a metaphor.

To understand what was going on, we have to step outside of our modern context. We have to immerse ourselves in the culture into which the Israelites were entering as they prepared to take possession of the land. This was not Disneyland. It was a hostile environment inhabited by pagan people groups who were vehemently opposed to Israel and their God. The NET Bible makes the following comment regarding the nature of the war that God commanded Moses to wage against the Midianites:

“The command in holy war to kill women and children seems in modern times a terrible thing to have been done (and it was), and something they ought not to have done. But this criticism fails to understand the situation in the ancient world. The entire life of the ancient world was tribal warfare, necessitating warfare. God’s judgment is poured out on whole groups of people who act with moral abandonment and in sinful pursuit.” – NET Bible Study Notes

The relationship between the Midianites and Israelites was a strained one. As the people of Israel had begun to make their way to the land promised to them by God, they had to pass through the land of Midian. But the Midianites feared the Israelites and saw them as a threat to their safety and autonomy. So the Midianite king, a man named Balak, had hired a seer named Balaam to place a curse on the unwanted intruders. Motivated by a sizeable reward, Balaam had repeatedly tried to fulfill the king’s wish but failed. God prohibited him from following through on his plan.

So, having failed at his assignment, the pagan soothsayer returned home without his reward. But the story didn’t end there. It seems that Balaam came up with a workaround. Since Yahweh wouldn’t allow him to curse the Israelites, he developed a simple, yet ingenious plan that would cause them to curse themselves. Moses described it in great detail in chapter 25.

Balaam convinced King Balak to use the Midianite women as weapons against the Israelites. But rather than wielding swords and spears, these women used their feminine wiles. They successfully seduced the men of Israel into engaging in sexual immorality which eventually led to these men committing idolatry. In doing so, they caused the Israelites to turn their backs on God. These women posed a moral threat, rather than a military one. But that is what made them so dangerous.

Balaam’s goal was to destroy the people of God from within, without ever having to raise a sword. So, God commanded that they be destroyed. Otherwise, their presence would be a constant threat to the spiritual well-being of the people of God. The danger was real and the solution was sobering. The Midianites had effectively infiltrated the Israelite camp and caused God’s people to commit the unpardonable sin of idolatry. And God knew that the presence of the Midianites would pose a continued threat to Israel’s moral health as a nation. So, He gave Moses one last assignment.

“On behalf of the people of Israel, take revenge on the Midianites for leading them into idolatry. After that, you will die and join your ancestors.” – Numbers 31:2 NLT

Moses obeyed God’s command and ordered the wholesale destruction of the Midianites and their cities. A force of 12,000 men carried out the mission, killing all the Midianite men and burning all their towns and villages. They even executed Balaam for his role in the whole affair. But the text reveals that the Israelite soldiers couldn’t bring themselves to kill the Midianite women.

Then the Israelite army captured the Midianite women and children and seized their cattle and flocks and all their wealth as plunder. – Numbers 31:9 NLT

Still driven by lust, the men saw the Midianite women as too valuable to kill and brought them back as plunder. In doing so, they poured gasoline on the fire of their own sinful desires. They actually made matters worse, and Moses reacted with disbelief and anger.

“Why have you let all the women live? These are the very ones who followed Balaam’s advice and caused the people of Israel to rebel against the LORD at Mount Peor. They are the ones who caused the plague to strike the LORD’s people.” – Numbers 31:15-16 NLT

The men of Israel were willing to live with the Midianite women in their midst, even though they posed a threat to their safety. They were the very women who had caused them to rebel against God, to begin with.

God called the people to action. He demanded that they deal with the threat to their spiritual safety, and they did. This was an act of faith. In fact, every battle the Israelites fought was an act of faith. They were not warring people. They had been slaves. For the last 40 years they had been wandering vagabonds. They had no real military training, and their battle experience was minimal. So, to form an army and fight against the Midianites was an act of faith. But God rewarded their faith.

It’s interesting to note that the preceding chapter outlined the sheer number of sheep, goats, and bulls the people were required to offer in sacrifice to God each year. Then this chapter outlines the number of sheep, cattle, and donkeys the people took as plunder from the Midianites: 675,000 sheep, 72,000 cattle, and 61,000 donkeys.

It seems that the sacrifices were all about faith. They were to offer to God their best, even though it cost them dearly. The battle was all about faith, and trusting God to lead them in an endeavor for which they had no skills or experience. But the result was the reward of God. He repaid their faithfulness with abundance. God gave them back far more in the way of livestock than they would ever have to give to Him. He was testing their obedience. He wanted to see if they would step out in faith and obey what He told them to do.

Moses knew what needed to be done and ordered the soldiers to complete their mission.

“Now therefore, kill every male among the little ones, and kill every woman who has known man by lying with him. But all the young girls who have not known man by lying with him keep alive for yourselves.” – Numbers 31:17-18 ESV

To modern readers, this all seems so extreme and unnecessary. We tend to judge the actions of the Israelites through what we believe to be our more enlightened understanding of justice. But the land of Canaan was like the wild west, filled with disparate people groups who were all vying for control and willing to do whatever was necessary to solidify their hold on the land. And the Israelites were one nation among many. But they had been chosen by God and awarded sole possession of the land of Canaan. Yet, even more important than their possession of the land was the preservation of their purity and the demonstration of their faith in God. They were to be a set-apart people, wholly committed to Yahweh and willing to follow His commands whatever the cost. No compromise. No concessions. No subtle softening of their convictions. The battle was real and the fight of faith would be anything but easy.

The Sovereign Work of God.

1 The second lot came out for Simeon, for the tribe of the people of Simeon, according to their clans, and their inheritance was in the midst of the inheritance of the people of Judah. And they had for their inheritance Beersheba, Sheba, Moladah, Hazar-shual, Balah, Ezem, Eltolad, Bethul, Hormah, Ziklag, Beth-marcaboth, Hazar-susah, Beth-lebaoth, and Sharuhen—thirteen cities with their villages; Ain, Rimmon, Ether, and Ashan—four cities with their villages, together with all the villages around these cities as far as Baalath-beer, Ramah of the Negeb. This was the inheritance of the tribe of the people of Simeon according to their clans. The inheritance of the people of Simeon formed part of the territory of the people of Judah. Because the portion of the people of Judah was too large for them, the people of Simeon obtained an inheritance in the midst of their inheritance.

10 The third lot came up for the people of Zebulun, according to their clans. And the territory of their inheritance reached as far as Sarid. 11 Then their boundary goes up westward and on to Mareal and touches Dabbesheth, then the brook that is east of Jokneam. 12 From Sarid it goes in the other direction eastward toward the sunrise to the boundary of Chisloth-tabor. From there it goes to Daberath, then up to Japhia. 13 From there it passes along on the east toward the sunrise to Gath-hepher, to Eth-kazin, and going on to Rimmon it bends toward Neah, 14 then on the north the boundary turns about to Hannathon, and it ends at the Valley of Iphtahel; 15 and Kattath, Nahalal, Shimron, Idalah, and Bethlehem—twelve cities with their villages. 16 This is the inheritance of the people of Zebulun, according to their clans—these cities with their villages.

17 The fourth lot came out for Issachar, for the people of Issachar, according to their clans. 18 Their territory included Jezreel, Chesulloth, Shunem, 19 Hapharaim, Shion, Anaharath, 20 Rabbith, Kishion, Ebez, 21 Remeth, En-gannim, En-haddah, Beth-pazzez. 22 The boundary also touches Tabor, Shahazumah, and Beth-shemesh, and its boundary ends at the Jordan—sixteen cities with their villages. 23 This is the inheritance of the tribe of the people of Issachar, according to their clans—the cities with their villages.

24 The fifth lot came out for the tribe of the people of Asher according to their clans. 25 Their territory included Helkath, Hali, Beten, Achshaph, 26 Allammelech, Amad, and Mishal. On the west it touches Carmel and Shihor-libnath, 27 then it turns eastward, it goes to Beth-dagon, and touches Zebulun and the Valley of Iphtahel northward to Beth-emek and Neiel. Then it continues in the north to Cabul, 28 Ebron, Rehob, Hammon, Kanah, as far as Sidon the Great. 29 Then the boundary turns to Ramah, reaching to the fortified city of Tyre. Then the boundary turns to Hosah, and it ends at the sea; Mahalab,[a] Achzib, 30 Ummah, Aphek and Rehob—twenty-two cities with their villages. 31 This is the inheritance of the tribe of the people of Asher according to their clans—these cities with their villages.

32 The sixth lot came out for the people of Naphtali, for the people of Naphtali, according to their clans. 33 And their boundary ran from Heleph, from the oak in Zaanannim, and Adami-nekeb, and Jabneel, as far as Lakkum, and it ended at the Jordan. 34 Then the boundary turns westward to Aznoth-tabor and goes from there to Hukkok, touching Zebulun at the south and Asher on the west and Judah on the east at the Jordan. 35 The fortified cities are Ziddim, Zer, Hammath, Rakkath, Chinnereth, 36 Adamah, Ramah, Hazor, 37 Kedesh, Edrei, En-hazor, 38 Yiron, Migdal-el, Horem, Beth-anath, and Beth-shemesh—nineteen cities with their villages. 39 This is the inheritance of the tribe of the people of Naphtali according to their clans—the cities with their villages.

40 The seventh lot came out for the tribe of the people of Dan, according to their clans. 41 And the territory of its inheritance included Zorah, Eshtaol, Ir-shemesh, 42 Shaalabbin, Aijalon, Ithlah, 43 Elon, Timnah, Ekron, 44 Eltekeh, Gibbethon, Baalath, 45 Jehud, Bene-berak, Gath-rimmon, 46 and Me-jarkon and Rakkon with the territory over against Joppa. 47 When the territory of the people of Dan was lost to them, the people of Dan went up and fought against Leshem, and after capturing it and striking it with the sword they took possession of it and settled in it, calling Leshem, Dan, after the name of Dan their ancestor. 48 This is the inheritance of the tribe of the people of Dan, according to their clans—these cities with their villages.

49 When they had finished distributing the several territories of the land as inheritances, the people of Israel gave an inheritance among them to Joshua the son of Nun. 50 By command of the Lord they gave him the city that he asked, Timnath-serah in the hill country of Ephraim. And he rebuilt the city and settled in it.

51 These are the inheritances that Eleazar the priest and Joshua the son of Nun and the heads of the fathers’ houses of the tribes of the people of Israel distributed by lot at Shiloh before the Lord, at the entrance of the tent of meeting. So they finished dividing the land. Joshua 19:1-51 ESV

This is a long chapter that contains seemingly insignificant information that is of little use to us as 21st-Century Christians. There are plenty of details regarding the borders of the various land allotments and the names of cities located within those lands, but there appears to be no theological or doctrinal insights we can glean from the passage and apply to our daily lives. It is what I tend to call a “skip-over” passage – one of those sections of Scripture, like the genealogies found in the gospels, that prompt us to skip over them rather than waste time wading through their apparently unimportant content. But their very inclusion in the Scriptures begs the question: Why are they there? If, as the Bible states, “All Scripture is inspired by God and is useful to teach us what is true and to make us realize what is wrong in our lives” (2 Timothy 3:16 NLT), why did the Holy Spirit inspire the authors of the Scriptures to include passages like this? What is remotely useful in this passage and how can it teach us what is true?

In this chapter we have the allocation of land to the remaining seven tribes. The major tribes have been taken care of, including Judah, Manasseh, and Ephraim. And the smaller, but far from insignificant tribe of Benjamin has also received its allotment. But there are seven tribes remaining, many of which we know little or nothing about. The names of Simeon, Asher, Zebulun, Napthali, Dan, and Issachar may be familiar to us, but most of us would be hard-pressed to provide any pertinent information regarding these tribes if pressed to do so. And yet, they represent the rest of the nation of Israel. They are the descendants of the sons of Jacob and, as such, they are the rightful heirs of the promises made by God to Abraham, Isaac, and Jacob. The land is as much theirs as it is Judah’s or the sons of Joseph. In Genesis 49:1-27, we have recorded the words of Jacob as he lie on his deathbed and pronounces his blessings upon each of his 12 sons. And when he was done, the text provides us with the following summary statement:

All these are the twelve tribes of Israel. This is what their father said to them as he blessed them, blessing each with the blessing suitable to him. – Genesis 49:28 ESV

Each of Jacob’s sons received a blessing that was appropriate for them, and when it came time to disperse to each of them their allotment of land in Canaan, they each received what God deemed right. It is important to remember the process that was used to discern the allotment of land. Joshua had sent out three representatives from each of the seven tribes, charging them with the task of conducting a survey of the remaining territory. They were to divide the land into seven sections and then the decision as to which tribe received what land would be determined by God, using lots.

“And you shall describe the land in seven divisions and bring the description here to me. And I will cast lots for you here before the Lord our God.” – Joshua 18:6 ESV

And after having followed Joshua’s instructions, the men returned with a map containing a detailed survey of the seven tracts of land, “and Joshua cast lots for them in Shiloh before the Lord. And there Joshua apportioned the land to the people of Israel, to each his portion” (Joshua 18:10 ESV). There was no arguing or fighting over who got what land. It was a decision determined by God. And Proverbs 16:33 clearly reflects the belief of the Jews that the casting of lots was anything but a game of chance.

The lot is cast into the lap, but its every decision is from the LORD. – Proverbs 16:33 ESV

If you compare the blessings spoken by Jacob in Genesis 49 with the allotment of the land recorded in Joshua 19, you will see some slight differences. For instance, concerning his son, Zebulun, Jacob had said:

Zebulun shall dwell at the shore of the sea; he shall become a haven for ships, and his border shall be at Sidon.” – Genesis 49:13 ESV

And yet, according to the allotment, the tribe of Zebulun ended up landlocked. The land located along the Mediterranean coast, including the city of Sidon, was actually given to the tribe of Asher. But in his Antiquities, the 1st-Century Jewish historian, Josephus wrote:

“The tribe of Zebulon’s lot included the land which lay as far as the Lake of Genesareth [Sea of Galilee], and that which belonged to Carmel and the sea [Mediterranean]”

There was evidently a certain amount of fluidity among the borders of the various tribes. Over time, the actual boundaries of their respective land allotments fluctuated. So, it is not so much that Jacob’s blessing was in error, as it reveals that God was in control of the timing and specifics of each tribe’s assignment of land. It seems that Jacob’s blessings had far more to do with the character of each of his sons and what he believed would be God’s future treatment of them. While he made vague references to the land, he was actually making a prophetic pronouncement regarding the future status of each son’s descendants. God would reward or punish each son according to his actions. And each son’s descendants would be impacted by how they had lived their lives. God’s determination of their land allotment would coincide with Jacob’s blessings, fully bringing about each and every word that Jacob had spoken.

This chapter, while a somewhat boring read, is a classic example of Scripture revealing the sovereign hand of God in the affairs of men. Jacob had 12 sons, and he had spoken 12 separate blessings over each one. Those 12 sons had descendants, who eventually made it to the land promised to Abraham by God. And those 12 tribes would be awarded their portion of the land according to the sovereign will of God. Not one tribe was left out. Each and every tribe received their fair share of the land, according to the divine will and wisdom of God. While lots were used to make the determination, this had not been a case of chance or blind luck. It was the result of the providential and predetermined will of God Almighty. And as 21st-Century Christians, we should be encouraged by the knowledge that our God was in control of every detail of the process that made the land of promise a reality for the people of Israel. Every tribe, from Judah to Issachar, received their allotment. They each were given their appropriate portion within the land that God had promised to Jacob. And the God who orchestrated every detail of this historic event is the same God who moves behind the scenes in our lives. He is in control, whether we feel like it or not. He is sovereign, whether we recognize it or not. Our God is not distant or detached, but intimately involved in the daily affairs of our lives.

The Gift of the Land.

The allotment for the tribe of the people of Judah according to their clans reached southward to the boundary of Edom, to the wilderness of Zin at the farthest south. And their south boundary ran from the end of the Salt Sea, from the bay that faces southward. It goes out southward of the ascent of Akrabbim, passes along to Zin, and goes up south of Kadesh-barnea, along by Hezron, up to Addar, turns about to Karka, passes along to Azmon, goes out by the Brook of Egypt, and comes to its end at the sea. This shall be your south boundary. And the east boundary is the Salt Sea, to the mouth of the Jordan. And the boundary on the north side runs from the bay of the sea at the mouth of the Jordan. And the boundary goes up to Beth-hoglah and passes along north of Beth-arabah. And the boundary goes up to the stone of Bohan the son of Reuben. And the boundary goes up to Debir from the Valley of Achor, and so northward, turning toward Gilgal, which is opposite the ascent of Adummim, which is on the south side of the valley. And the boundary passes along to the waters of En-shemesh and ends at En-rogel. Then the boundary goes up by the Valley of the Son of Hinnom at the southern shoulder of the Jebusite (that is, Jerusalem). And the boundary goes up to the top of the mountain that lies over against the Valley of Hinnom, on the west, at the northern end of the Valley of Rephaim. Then the boundary extends from the top of the mountain to the spring of the waters of Nephtoah, and from there to the cities of Mount Ephron. Then the boundary bends around to Baalah (that is, Kiriath-jearim). 10 And the boundary circles west of Baalah to Mount Seir, passes along to the northern shoulder of Mount Jearim (that is, Chesalon), and goes down to Beth-shemesh and passes along by Timnah. 11 The boundary goes out to the shoulder of the hill north of Ekron, then the boundary bends around to Shikkeron and passes along to Mount Baalah and goes out to Jabneel. Then the boundary comes to an end at the sea. 12 And the west boundary was the Great Sea with its coastline. This is the boundary around the people of Judah according to their clans.

13 According to the commandment of the Lord to Joshua, he gave to Caleb the son of Jephunneh a portion among the people of Judah, Kiriath-arba, that is, Hebron (Arba was the father of Anak). 14 And Caleb drove out from there the three sons of Anak, Sheshai and Ahiman and Talmai, the descendants of Anak. 15 And he went up from there against the inhabitants of Debir. Now the name of Debir formerly was Kiriath-sepher. 16 And Caleb said, “Whoever strikes Kiriath-sepher and captures it, to him will I give Achsah my daughter as wife.” 17 And Othniel the son of Kenaz, the brother of Caleb, captured it. And he gave him Achsah his daughter as wife. 18 When she came to him, she urged him to ask her father for a field. And she got off her donkey, and Caleb said to her, “What do you want?” 19 She said to him, “Give me a blessing. Since you have given me the land of the Negeb, give me also springs of water.” And he gave her the upper springs and the lower springs. Joshua 15:1-19 ESV

judahJudah was the largest of the 12 tribes and this may have been the reason its territory within the promised land was the first to be determined. As chapter 14 revealed, Caleb, a member of the tribe of Judah, was given the city of Hebron in recognition for his faithful service to and faith in God. He and Joshua had been the only two of the twelve spies who had believed that God could deliver the land to the people of Israel in spite of the presence of powerful enemies. The city of Hebron was located within the boundaries of what would be the tribe of Judah’s inheritance.

We are not told how the boundaries of the lands awarded to the various tribes was determined. But the passage provides detailed information regarding the specific geographic markers that would form the boundaries of Judah’s territory. The Dead Sea would form Judah’s eastern border. Verses 5-11 establish Judah’s northern boundary, with very specific details concerning where its territory begins and ends. This was important, because it would prevent future debates or disagreements from taking place between the tribes over their allotments and the cities found within them. The Mediterranean Sea would represent Judah’s western border.

Within these vast boundaries, the clans of Judah would be expected to complete the task of conquering and eliminating any and all of the current inhabitants. They were to capture the cities and make them their own. And Caleb, who had been awarded the city of Hebron, did his part.

And Caleb drove out from there the three sons of Anak, Sheshai and Ahiman and Talmai, the descendants of Anak. – Joshua 15:14 ESV

But Caleb didn’t stop there. He also attacked Debir and offered a special prize – the hand of his daughter in marriage – to anyone who captured the city. His own brother, Othniel, was the one who ended up garnering the reward. And Othniel would go on to become one of the judges of Israel (Judges 3:9). These two men appear to be highlighted in this passage because they provide examples of faithfulness and obedience to the will of God. They did what God had commanded all the people of Israel to do. They finished what the forces of Israel had begun, continuing the process of spiritual and moral cleansing of the land. The Canaanites were far from eradicated and it was going to take every single tribe and every member of those tribes to faithfully obey God and trust Him for the strength they would need to continue to possess the land by dispossessing its inhabitants.

Even Achsah, Caleb’s daughter, recognized that this land was a symbol of God’s promise made to Abraham, and she wanted her own part of it. While she had been given to Othniel as little more than a prize, she was not willing to go unrewarded herself. So, she requested that her father give her a portion of the land in the form of a spring.

“Give me a blessing. Since you have given me the land of the Negeb, give me also springs of water.” – Joshua 15:19 ESV).

And Caleb honored her request. The land and everything in it was of great value to the people of Israel. It represented their inheritance. Property would become a primary sign of wealth and affluence among the people of Israel. But the land given to the tribes by God was to remain within their clans. It was not theirs to sell or trade. God had made it clear that they were little more than stewards of the land, because it belonged to Him.

“The land shall not be sold in perpetuity, for the land is mine. For you are strangers and sojourners with me. – Leviticus 25:23 ESV

Actually, God had provided a provision by which the land could be sold, but He had placed very stringent restrictions and conditions on such sales.

25 “If your brother becomes poor and sells part of his property, then his nearest redeemer shall come and redeem what his brother has sold. 26 If a man has no one to redeem it and then himself becomes prosperous and finds sufficient means to redeem it, 27 let him calculate the years since he sold it and pay back the balance to the man to whom he sold it, and then return to his property. 28 But if he does not have sufficient means to recover it, then what he sold shall remain in the hand of the buyer until the year of jubilee. In the jubilee it shall be released, and he shall return to his property. – Leviticus 25:25-28 ESV

God had established what was known as The Year of Jubilee. Every 50 years, the land would be restored to its original owners. This was God’s plan for maintaining the original boundaries established between the tribes.

“You shall count seven weeks of years, seven times seven years, so that the time of the seven weeks of years shall give you forty-nine years. Then you shall sound the loud trumpet on the tenth day of the seventh month. On the Day of Atonement you shall sound the trumpet throughout all your land. 10 And you shall consecrate the fiftieth year, and proclaim liberty throughout the land to all its inhabitants. It shall be a jubilee for you, when each of you shall return to his property and each of you shall return to his clan. 11 That fiftieth year shall be a jubilee for you; in it you shall neither sow nor reap what grows of itself nor gather the grapes from the undressed vines. 12 For it is a jubilee. It shall be holy to you. You may eat the produce of the field.” – Leviticus 25:8-12 ESV

God knew His people well. He realized that they would be prone to take what He had given them and use it to prosper themselves. They would take what was rightfully His and attempt to profit from it in ways He never intended. The land was a gift from God, intended to provide for the people of God. It was not to be a bartering chip used to line their own pockets or to pay off debts. So, every 50 years, God required the mandatory release of any and all liens, deeds of ownership, and records of sale. The land returned to its original owners and was kept within the allotment as prescribed by God.

And God assured the people of Israel that obedience to His laws concerning the land would bring with it a blessing. They were to faithfully adhere to His commands and, in doing so, He would faithfully ensure their future prosperity and peace.

17 You shall not wrong one another, but you shall fear your God, for I am the Lord your God. 18 “Therefore you shall do my statutes and keep my rules and perform them, and then you will dwell in the land securely. 19 The land will yield its fruit, and you will eat your fill and dwell in it securely.” – Leviticus 25:17-19 ESV

The land was a symbol of God’s love and covenant faithfulness. It was through the land that God intended to bless His people, using it to provide for all their physical needs. The land would be their source of food, water, shelter, protection and identity. But they were not to worship the land. They were never supposed to place a higher priority and value on the land than they did on God. The gift was never to take precedence over the Giver.

The Perils of Partial Obedience.

Now Joshua was old and advanced in years, and the Lord said to him, “You are old and advanced in years, and there remains yet very much land to possess. This is the land that yet remains: all the regions of the Philistines, and all those of the Geshurites (from the Shihor, which is east of Egypt, northward to the boundary of Ekron, it is counted as Canaanite; there are five rulers of the Philistines, those of Gaza, Ashdod, Ashkelon, Gath, and Ekron), and those of the Avvim, in the south, all the land of the Canaanites, and Mearah that belongs to the Sidonians, to Aphek, to the boundary of the Amorites, and the land of the Gebalites, and all Lebanon, toward the sunrise, from Baal-gad below Mount Hermon to Lebo-hamath, all the inhabitants of the hill country from Lebanon to Misrephoth-maim, even all the Sidonians. I myself will drive them out from before the people of Israel. Only allot the land to Israel for an inheritance, as I have commanded you. Now therefore divide this land for an inheritance to the nine tribes and half the tribe of Manasseh.”

With the other half of the tribe of Manasseh the Reubenites and the Gadites received their inheritance, which Moses gave them, beyond the Jordan eastward, as Moses the servant of the Lord gave them: from Aroer, which is on the edge of the Valley of the Arnon, and the city that is in the middle of the valley, and all the tableland of Medeba as far as Dibon; 10 and all the cities of Sihon king of the Amorites, who reigned in Heshbon, as far as the boundary of the Ammonites; 11 and Gilead, and the region of the Geshurites and Maacathites, and all Mount Hermon, and all Bashan to Salecah; 12 all the kingdom of Og in Bashan, who reigned in Ashtaroth and in Edrei (he alone was left of the remnant of the Rephaim); these Moses had struck and driven out. 13 Yet the people of Israel did not drive out the Geshurites or the Maacathites, but Geshur and Maacath dwell in the midst of Israel to this day. division-of-promised-land-to-ancient-israelChapter 12 presented a synopsis of the Israelites’ successful campaign against 31 different kingdoms. They had enjoyed unparalleled victories and had virtually eliminated all significant military threats. But their job was not yet done. In the seven years since Joshua had led the people across the Jordan and into the promised land, they had been engaged in an almost constant military action. But now, the time had come to begin taking possession of the land. Chapter 13 opens up with the announcement that Joshua had grown old. It is estimated that he was somewhere around the age of 80 by this time and the mention of his age provides a sense of urgency. There was still work to be done. It was necessary that the land be divided up between the various tribes and that the remaining inhabitants of the land be eliminated. God provided Joshua with a not-so-subtle reminder that his days were numbered and that his job was not yet finished.

“You are old and advanced in years, and there remains yet very much land to possess.” – Joshua 13:1 ESV

Joshua didn’t have time to rest on his laurels or to start thinking about retirement. It was essential that he finish what he had begun and ensure that the people took possession of the land – in its entirety. So, God provided Joshua with a list of the remaining nations to be conquered and destroyed: The Philistines, Geshurites, Canaanites, Sidonians, Amorites, and Gebalites. But these nations would not be dealt with using the combined forces of the Israelites. It was going to be the responsibility of each tribe to conquer the nations still remaining in the land allotted to them as an inheritance.

Chapters 13-24 are going to provide a record of Israel’s efforts to obey God’s command to occupy the land. The land was legally theirs, having been given to them by God Himself. But they were responsible for taking possession of the land and this was to include the removal of all pagan influences and any potential temptations that might draw them away from worshiping God alone. But what these chapters will reveal is the partial obedience of God’s people. While they had successfully eradicated many of the threats against them, they were still surrounded by nations that posed a potential problem if left unattended. And one of the first nations God points out to Joshua is that of the Philistines. This was a people group who were native to the land. At one time, they had migrated from the northwest and had successfully dispossessed the inhabitants living in the southwest portion of Canaan. The land they occupied was part of the inheritance promised by God to Abraham. It belonged to Israel, but they were going to have to take it from the Philistines. But as we will see, the Israelites failed to eliminate the Philistines, allowing them to grow in strength and numbers. And they would prove to be a constant threat to the people of Israel for generations to come, not only militarily, but spiritually.

In Joshua’s day, the Philistines would have been few in number and should have been an easy target for the people of Israel. The land they occupied was located to the west of the land awarded to the tribes of Dan, Simeon and Judah. Their cities, including Gaza, Ashdod, Ashkelon, Gath, and Ekron, were to be considered Canaanite cities and, therefore, part of the inheritance God had given to Israel. But that little strip of land would prove to be a major obstacle in Israel’s efforts to obey God’s command to occupy the land of Canaan. And more than three centuries later, King Saul would find himself dealing with the constant threat of a much larger, stronger Philistine nation, all because the people of Israel had refused to do what God had commanded them to do.

The dangerous tendency of the people of Israel to practice partial obedience is revealed in verses 8-13, where we are provided an overview of the less-than-successful efforts of the tribes of Manasseh, Reuben and Gad to eradicate the enemies living in their allotted land east of the Jordan. Joshua had given these three tribes permission to occupy the land captured by Israel in the early days of their entry into Canaan. And while they had successfully defeated the two kings, Og and Sihon, taking over their cities and occupying their former kingdoms, the text provides us with a sad assessment of their overall efforts to obey God’s command.

Yet the people of Israel did not drive out the Geshurites or the Maacathites, but Geshur and Maacath dwell in the midst of Israel to this day. – Joshua 13:13 ESV

This will not be the only time we read of Israel’s failure to rid the land of its inhabitants and to eliminate the potential threat of spiritual contamination from pagan influences.  These statements of partial obedience will appear throughout the remaining chapters of the book of Joshua.

But the Jebusites, the inhabitants of Jerusalem, the people of Judah could not drive out, so the Jebusites dwell with the people of Judah at Jerusalem to this day. – Joshua 15:63 ESV

However, they did not drive out the Canaanites who lived in Gezer, so the Canaanites have lived in the midst of Ephraim to this day but have been made to do forced labor. – Joshua 16:10 ESV

Yet the people of Manasseh could not take possession of those cities, but the Canaanites persisted in dwelling in that land. Now when the people of Israel grew strong, they put the Canaanites to forced labor, but did not utterly drive them out. – Joshua 17:12-13 ESV

The various tribes would struggle to keep the word of God, choosing instead to make concessions and compromises, allowing the enemies of Israel to remain in the land. God had never commanded the Israelites to make the Canaanites their slaves. He had commanded that they be completely eradicated. Years earlier, Moses had clearly warned the people of Israel of God’s commands concerning the people of Canaan, and he had given them a strong reason for such drastic measures.

Partial obedience to the will of God is not obedience at all. It is sin and it is dangerous because it comes with consequences. The Israelites would choose to allow their enemies to live. They would end up making covenants with them. They would eventually allow their children to intermarry with them. And they would find themselves led away from God because of them. The land of Canaan was a land flowing with milk and honey. It was rich and bountiful. It was beautiful. And it was a gift given to the people of Israel by God. But it was marred by the presence of sin. It was filled with false gods and people who stood opposed to the one true God. Israel’s decision to practice partial obedience to God would prevent them from enjoying the fullness of God’s blessings. And their failure to obey now would have long-term ramifications for generations to come.
